FACT OF THE DAY: On October 8, 2013, the Azerbaijani government announced via mobile app that incumbent president Ilham Aliyev had won re-election with 73% of the vote. Observers immediately alleged ballot fraud, given that election day wasn’t until the following day. The government claimed that the results were a test, and on October 9 announced that Aliyev had been re-elected with 81% of the vote.
